Raster Data Mosaic publish as a Feature Layer in AGOL?

I have a Raster Data Mosaic (aerial photos). Is it possible to publish this in a Feature Layer (Hosted) in AGOL? or do I need to publish a Tile Service in AGOL? 

My reason for asking is I have been asked to to add this to a 3rd party software as a layer and this particular software only accepts Feature Layers.

Only as a Tiled or Dynamic Raster Layer. You can't publish a Raster as a feature layer.
