Popup Customization with ArcGIS Online

I understand how to customize the popups in ArcGIS Online, but I'm wanting to customize the popups beyond the standard offering.  Can it be done somehow within ArcGIS Online using CSS or something?  Would I need to purchase a EDN lic. and be able to do it using the ArcGIS Online service or would I aso need to purchase a GIS server lic. too?

I'm just wanting better control of the size, arrangement and appearance of the popup.  My GIS needs are rather simple otherwise.  Please direct me toward which programs and lic. I need to accomplish popup customization.  The sales guy on the phone wasn't able to answer my query.

You can't do it within ArcGIS Online, but you could write your own application. Here are a few resources.
