Pop-ups not working offline in Field Maps

I am trying to use field maps in Grand Canyon. The popups work in Map Viewer. They work in Field Maps, until I go offline. I am testing it by turning off celular and wifi on my device. Then the pop-ups to not work. I used the feature class in Collector, which worked great. Still does, in fact.

You may have to re-package the offline map area if these are new pop-ups introduced in the web map after the map areas were packaged. At any point did you have to delete the layer and re-introduce it? That may explain why the pop-ups still show up in Collector.  

If all else fails, it never hurts to open up an ESRI support ticket and escalate as appropriate. Some issues are bugs that may only be discernible by the ESRI Dev. Ops Support team.
