NOAA and weather layers timing out for anyone else?

I created a map my dept uses for looking up power companies:

The last 48hrs noaa and weather layers have been timing out, and not loading data, causing extreme latency doing a geo search. Has anyone had a simular issue loading weather data? The weather layers just timeout.

I had to disable the weather and noaa layers to stop the latency.

I created a new map, and tried to add noaa weather layers, and just gave me an error "unable to add layer".
