My public CSV at Dropbox fails in AGOL

The public CSV is here:

Dropbox - Public Landings.csv

The error says this:

The layer was not created because no locations could be found. Make sure your data has valid addresses or geographic coordinates (latitude/longitude).

Yet I know the geo coords are valid. Because I've uploaded this same CSV directly to a different map.

Can anyone say why this fails?

Do you have the file in your public area of dropbox or your private area. When I click on an item in my private area I only get the same options as your screen shot above.

Thats strange as I have copied your file to my dropbox account and it works ok:

https://dl.dropboxusercontent.com/u/25829160/Public%20Landings.csv

Are you sure you are using the public link because I do not have www.dropbox.com at the being of the URL like your link‌

Thanks for taking time to look into it.

I see that your URL and the sample that Esri offers both differ from my URL.  How do I fetch a "dl.dropboxusercontent" URL?

In dropbox right click on you item and select copy public link:
