Multi Layers of ArcGIS maps - Not able to overlap maps and visualize the data on a single screen

Hi, 
Can anybody help me figure out a solution on the below:

Scenario:
1. I have an ARCGIS map in my visualization in Powerbi with the county highlights

2. I have another ARCGIS map in my second visualization having lat-long based location highlights displayed as circle. 

I need to get a Map where I can see the county highlights as it is, futher displaying the lat long based cirrcles on top of it.

So assume the second map to be transparent and overlapped above the first map, displaying the circles

Expected Feature:

Tried Solution (We need the pin points from one map to be displayed above the second highlighted map as seen in the above screeshot )
