Move Multiple Features Together in ArcGIS Online

I'm working with one of our traffic engineers and they asked if it would be possible to create a symbology or layer to help them visualize what the camera view of their traffic count cameras would be on a map.

There are two different ranges they want included, one for the vision of the camera, and one of the distance for vision if we wanted to run the footage through AI to count instead of having people sit watching the video. This means there are two cones that overlap, and should be matched up.

The plan is just to have the features in a layer to move around as he moves the camera around the city, so I'm wondering if there is a method in ArcGIS Online (Map Viewer, App Builder, Experience Builder, whichever) where you can select two features at the same time to move them, so they can stay aligned as they should be.

Not sure if you misread or replied to the wrong thing.

I'm talking about editing features (moving/rotating) in a hosted feature layer, not moving project files.

I don't know if there is a way to bulk edit geometry through the off-the-shelf tools. The only thing I can think of would be an attribute rule using a "linked feature" GUID / GlobalID field to pass an edit from one to the other, but even if that worked, it might lead to an endless loop of triggering edits.
