Metadata in Arc GIS Online not showing in open data portal

Getting a little frustrated here. I have an open data portal that I want to have users click the Metadata button and see the metadata.

I have enabled metadata for our organization and in the feature service I have added metadata. 

But when I go to the metadata button in the open data portal, nothing has been changed.

We need to show metadata on the open portal page to get certified for some smart city do hickey. and the higher ups are pushing this. Any thoughts on how this works.

Can you share a link to the open portal where this is hosted?

What I found was that only the metadata on the main hosted feature service is shown. It does not seem to work by editing the sub layers.
