Many Cities in a Region, Only Want Outside Border of the Region

In ArcGIS Online, is there a way to load a list of cities into a layer and then show only the outside border of all of those cities.  I live in Connecticut and we have 5 regions.  I want to load the region's borders into an ArcGIS Online map I am creating, but I don't know how to do it.  I do not want to have the individual city borders to show.

With a subscription account, you can use one of the analysis tools to dissolve boundaries...
