We have an enterprise license for ARC GIS for Server 10.3. We recently upgraded to 10.3. This includes licensing for Portal. When attempting to get my licenses our sales rep at ESRI Canada told us that Portal is a development product and that licenses are normally only released as part of a Professional Development project. He is "attempting" to get special approval from management to release our licenses.
Is this normal? I have never heard of professional development being a requisite for release of licenses. My understanding is that Portal is fully released and part of 10.3.
