Legend symbol not show up until action in Web Map

I created a Web Map and published it as Web Mapping Service using basicviewer template.

The symbols in legend don't display until I interact with the map like zoom, click menu on top... I cleared the browser cache (according to post: http://forums.arcgis.com/threads/61251-Legend-symbols-not-drawing-on-web-map-app?highlight=legend) but it didn't help.

This only happens in IE (version 8). It is fine in Firefox.

Any fixes?

Have you configure the app to always show legend?

It seems working fine in IE 9 as well

Yes, I have the "Lengend" checked in web mapping application configuration, if this is the setting you are talking about.

It works in IE9, but still have same problem in IE 8.
