Issues transferring content from one account to another

I'm an organization Administrator, and I'm running into issues transferring content from one user to another. The items are shared with various groups, I remove the sharing and attempt to change the owner but get the following error:

"Some items may not have been reassigned because they have dependencies on other items. Do not select dependent items to be transferred, as they are transferred automatically when the primary item is reassigned."

I don't believe there actually are dependencies because if I only select one item, it still doesn't work, and AGOL doesn't automatically transfer any dependent items.

Has anyone else experienced this and found a workaround?

Hi, is it a view layer that you are trying to transfer? If yes, the view layer alone can't be moved to a new owner, as it is dependent on the hosted feature layer. The hosted feature layer (primary item) will need to be moved instead, and the view layer will follow along.
