Is an Express Map the only way to get a simple popup on mouse-over??

I really like how the Express Maps points have a simple, tiny popup that appears on mouse-over. However, Express Maps don't allow me to use a feature layer in the map (even to display it, without interaction). I would like to have markers with mouse-over popups on the same web map as a feature layer with some lines. -- all within a Storymap block. Is there a way?

I found that Media Maps allows both hover popups and feature layers; however, the popup is not a simple, tiny popup like the Express Maps popups are. I prefer the simple popup that doesn't have extra buttons and text and tons of whitespace.
