I have an ArcGIS Online Organization account, and I have an ESRI site license at the school. Is there a limitation on number of ArcGIS Online users on the account? Last week I tried to add a 6th person and was told I had reached a limit.

It sounds like you have an ArcGIS Online Level 1 Plan which includes up to 5 Named Users and 2,500 Service Credits. You can purchase additional users if needed. I would recommend contacting your Account Manager to do so.
