How to get Living Atlas Feature Layer to only display in legend when data is active.

This is for ArcGIS Online.

I've added the ESRI Living Atlas Feature layer for Active Hurricanes, Cyclones and Typhoons to my web map. I feel as if I am missing something... but is it possible to hide the feature layer so that it doesn't display in the legend until a hurricane, typhoon or cyclone is active?

I applied a filter. "if name is not black".. lets see if this works.
