How do I add link without popup (hotspot)

I'm new to ArcGIS. I have a solid background in HTML and CSS. I can usually modify someone else's JavaScript, but I have no experience with writing it. I'm using ArcGIS online (viewer) to develop and publish maps that I then embed in my own Webpages.

I need to know how to link directly from a polygon to a Web page. In other words, I want the polygon to be the equivalent of a "hot spot." I want the end user to click the polygon and go to a page within my domain. So I want the link to open in the same browser window. Right now I can only add links to an interim popup and these links open in a new window.

I don't have the answer, but I am also very interested in knowing whether this is possible in ArcGIS Online.  Can clicking a polygon go directly to a link, instead of opening an information window which has the link inside?

I don't believe you can do this with "dynamic" map data. The maps require interaction that goes back to the server for instructions on what to display. This is my understanding.
