I've encountered this error today on all feature services in my organization. I'm unable to access content on the item page, or from the REST service directly (where the error I get is "The requested service is not available.").
Has anyone else had this problem?

No, this issue seemed to resolve itself later the same day that I reported it. Still not sure what caused it, i'll contact tech support next time I run into this.
