Hosted Feature Layer size increasing in size when rows are deleted from it

I have a layer in AGOL with 800k rows. I've used the delete rows from PRO to delete all rows. The HFL was initially 315 MB in size. After clean it is now instead of showing a size close to zero, it's showing 361MB in size.

Credits being charged for hosting this is more than when it had the data in it. Why is this happening and what's the proper way of cleaning up a layer's content without deleting it from Agol that will actually shrink it's MB size?

I have the same issue with WFL. At item settings not workings any tools for example logs, sync, offline, layer view and editing etc for now.

I want to keep Item number and table schema at Arcgis Online. I don't understand why size of item is still similar, when data from layers it erased.

Any idea how it's work?
