I allude to the common work flow of web map production of loading data, tweaking the map, then publishing (via iframe embed or application). Various issues appear at each stage of this workflow. since webmap can be built and saved in one environment, then consumed or published in another, my comment was about the preferred publication environment, which for many will be Javascript because Silverlight will be less desirable.
