fixing Boundary Must Be Covered By errors

I am attempting to create my first Parcel Fabric. I have created a copy of my parcel polygons as lines using XTools Pro. I've created my topology with the 6 rules needed (found here Load A Topology To A Parcel Fabric—Help | ArcGIS for Desktop) All the rules seem to validate except for "Boundary Must Be Covered By" meaning to my understanding that the lines must perfectly cover the polygons. They seem to do so, yet every line is highlighted as an error. Any ideas as to why?

This doesn't sound like an arcgis online issue...you might want to redirect to a more suitable location, such as Data Management.  The site descriptions is contained here ... GeoNet Community Structure

I don't know anything about topology in  Parcel Fabric, but I'm assuming it is similar to the topology used in other GDBs.  Have you looked thru

For that rule description

Requires that boundaries of polygon features must be covered by lines in another feature class. This rule is used when area features need to have line features that mark the boundaries of the areas. This is usually when the areas have one set of attributes and their boundaries have other attributes. For example, parcels might be stored in the geodatabase along with their boundaries. Each parcel might be defined by one or more line features that store information about their length or the date surveyed, and every parcel should exactly match its boundaries.

and the "potential fix" is

Create Feature: The Create Feature fix creates a new line feature from the boundary segments of the polygon feature generating the error. This fix can be applied to one or more selected Boundary Must Be Covered By errors.

I'm not sure if I agree with Create Feature as being a fix, but my guess is even thought the boudary lines look the same, they may need to be snapped (or traced) to make sure they are.  Also keep in mind, sometimes things are "exceptions" and can be marked as so.
