Filter works but features don't display

I have this unusual situation where when I filter based on a blank date field (EEDB_END_DATE is blank) the attribute table is correctly filtered, but the items are not displaying.  However, I can select a table record and it shows on the map as selected (see screenshot).

The issue is that this is a REST layer from our ArcGIS Server and the layer itself is joined with an Oracle table. The EEDB_END_DATE field is from the Oracle table.  When I try this same filter with a date field from the GIS table, it works, the features display on the map. So my question is, what's up with the Oracle field?
