Edit permission required for offline service

Hello, I have ran into an issue with permissions when using an offline feature service.  My organization wants to allow users to download a service for offline use in read only mode.  However it seems that the service requires edit permissions for the geodatabase to download correctly.  We want to be able to allow users to view the data without requiring them to have edit permissions.  Is there a way to accomplish this that I am just missing? 

I assumed Sync Direction would control if they can upload or not but our GIS Admin doesn't see a way to set it when configuring the service.  There appears to be a way to set sync direction on the client side but only after the geodatabase is created, which fails if it doesn't have proper permissions.

Any help would be appreciated.  Thanks.

I am testing a way around this by creating a dummy feature layer and inserting it into the map and allowing editing for that single layer.  The dummy feature layer has no features in it.  So far, its working.

Okay well, it worked for about half a day and now it doesn't.  Which is weird.  Almost like I got away with something and then got caught by the software lol.
