Does GeoEnrich Require a Special License?

My generated token works great to add/analyze/publish items, but I can't use the same token to get enrichment data.  We have an Online Partner Campaign subscription.

This is a sample query from the docs:

Getting {"error":{"code":498,"message":"Invalid Token","details":[]}}
