Display tile beyond beyond tiling schema in new Map Viewer

Hi,

I have tiles built for Level 1-20 in a tile service, but I would like to display the tiles in Level 21, 22 and 23. I understand that the tiles would look mosaic when viewing in scales beyond the tiling schema, but I just don't want the tile layer to disappear when zoomed in. Is there a way to set up like this?

Do you know if resampling is supported on your service?

I don't recall a resampling option when publishing this tile service from ArcGIS Pro, but the service REST page does say that resampling: true. Here is the URL:

It seems that, in the old map viewer, I can manually set visibility range for the tiles to be visible in almost every scale.

However, in new map viewer, I cannot set visibility range beyond the level that the tiles were built.
