We have an authoritative county layer owned by 'siteadmin'.
We want users to be able to add tables and create a Joined View Layer in order to do symbolization for their needs. That way we don't have multiple county layers just for different symbolizations.
Unfortunately, it seems that if the county layer is owned by 'siteadmin' then it is only possible for tables also owned by 'siteadmin' to be joined.
Am I missing a step somewhere?

Unfortunately that is a limitation of the system, see Create a Joined hosted feature layer view:
"You must own both source hosted feature layers. Or, if you are an organization administrator, you can create a joined view from another user's layers; however, both layers must be owned by the same user and the resulting view will be owned by that user."
