create feature layer or service from REST api

I'm trying to create feature service or layer using REST api, but the documentation is little confusing. Kindly help me out.

Hi Egge-Jan Pollé,

Thanks for replying, I did look at the page Create Service—ArcGIS REST API: Users, groups, and content | ArcGIS for Developers. And I did try to create a feature Service using Create service, but I'm getting "You do not have permissions to access this resource or perform this operation" error. FYI, I'm not administrator and I'm just the user in the portal.
