Configure Popups

All the information I have found on configuring pop-ups give an option for "Display" with a drop down list which includes "A custom attribute display", I do not see that option in my pop-up properties.  What I see in its place is "These field attributes will display" with the list of fields below it.  I've attached a jpg of each.

Why are they different?

Shapefiles and CSVs added directly to the map don't currently support all the popup configuration options. It's on the list of things to do, however.

Actually, ArcGIS Explorer Online has already exposed the ability. So just open your map in ArcGIS Explorer Online and configure the popup.  (http://explorer.arcgis.com)
