We have lost the ability the change ownership of any item in AGOL.
Using an Administrator user role.
Items are not shared with any group whatsoever so the Shared Update constraint doesn't apply.
Attempted using the Python API and was returned the following...
Unable to reassign item: ***item_id***
(Error Code: 500)

I would suggest opening a Support Case with Esri.
This same problem cropped up for us at the end of April (Case #03049177, if you want to reference it.) No one, not even administrators, could change ownership of items via ArcGIS Online, the Python API, nor the REST API. The fix was handled by the operations team, so it sounds like the root of the problem is an issue with the ArcGIS Online backend, which you will need Esri to address for you.

This was the correct approach. ESRI were able to rectify and we can now change ownership of items. If anyone else experiences this our case number was #03082800.
