Is anyone else experiencing is problem within your organization, or is limited to your account? Also, make sure that you have service credits available to your organization. If you are out of credits or are in the hole, ArcGIS Online may not allow you to publish any services or upload any content until credits have been added.
If you have service credits and all of the users are experiencing the problem, it would probably be best to contact Support to make sure that everything is setup properly for the organization. You can contact Support by calling (888)377-4575 or by logging onto support.esri.com
