I found a thread on this from 2015.  However a lot of changes have been made since then.

Is there a way to stop a service I published to ArcGIS Online?

We have our own Server Managers for our Portal. Occasionally we have to publish something to AGOL.

And sometimes we need to make changes to the database that is locked by the service.

thank you for your time in this matte.r

Hi @RobertBorchert , are you referring to an ArcGIS Online Hosted Feature Layer, or an ArcGIS Enterprise service that's referenced in ArcGIS Online?

Assuming it's a Hosted Feature Layer, there isn't a way to stop a service published to ArcGIS Online . You'd need to overwrite the service, or use the 'Append' functionality

I'd suggest reviewing the documentation on managing hosted layers here: Manage hosted feature layers—ArcGIS Online Help | Documentation

My apologies I never should have mentioned Portal as it may confuse people .
