Can I move/copy layers between maps and/or accounts?

After creating a layer for a map, is it possible to copy this to another existing map?
I would like to reuse the features, but modify the content of the Map Notes to a new purpose.

I take this as a NO, due to lack of functionality. This would imply that I must have a 'master' map with 10's or 100's of layers for building subsets. Sounds like how we had to deal with maps twenty+ years ago. Not a workflow I would want to defend.
