Bing Map Scale (zoom) limited to 50 ft?

I have added the Bing aerial imagery to my organization and as a basemap into my own custom group, so I am able to utilize Bing basemap but it will not zoom in beyond 50 ft which makes hard for drawing water mains / utility work. Is this for everybody else too? Shame if so, some good imagery in spots we don't have high resolution aerial imagery.
