Whenever we use a GIS Server service from server.arcgisonline.com like "ESRI_StreetMap_World_2D" the tiles come in at all kinds of different resolutions. Instead of a smooth mosaic, some tiles look good, others are very pixilated. This seems to have been getting worse over the past year. It's to the point where no one in our company can use these services.
The projection of the data frame is the same as the service, and hitting refresh or slightly changing the display extent doesn't help.
We are on ArcGIS 9.3 sp1.
Any thoughts out there?
