ArcGIS Online licensing strategy for "IT Service Desk" use case

Hello,

In short, are there ArcGIS Online licenses that are more cost-effective than "Creator" licenses, but _with_ the ability to administer AGOL?

Details:

We are looking for the most "business efficient" way to license ArcGIS Online for IT Service Desk professionals. The use-case is 4+ users who require AGOL administrative privileges. We have explored options described in these links, including hands-on in AGOL. We want to make sure we are not missing anything...

... Currently we have only "Viewer" and "GIS Professional Basic" licenses. We need to acquire additional AGOL licenses to be assigned to IT Service Desk for the sole purposes of administering.

Are there licenses that are more cost-effective than "Creator" licenses, but _with_ the ability to administer AGOL? We anticipate that this user type would access the system approximately 1 time per month for administrative purposes. The use would NOT be creating GIS content or performing analysis.
