ArcGIS Online Imagery & Basemaps won't load

Whenever I try to load the ArcGIS online imagery and basemap data, nothing loads.  I do have a window notepad document pop-up with the following statement:

This happens to all the layers/imagery with the exception of the World Imagery. 

Has anyone experienced this? I have uninstalled and reinstalled ArcGIS several times and I am the only one in our office that experiences this issue.

Does your office connect to the internet through a proxy server?

Yes, we do connect through a proxy server, but I am the only one that can not get the ArcGIS online layers to load.

Here is an update that might help someone give me a solution to my problem.  I can add "map services" from ArcGIS Online, but I can not add "Layer Packages". 

Hopefully this will help in tracking down my problem.  Thanks.:confused:
