ArcGIS Online Data Sharing

I work for a County highway department and we use ArcGIS Online and Field Maps to map out our work orders, sign inventory, ditch mowing etc.  A neighboring County wants to use the programs exactly how we do and we would like to share what we have created so far with them without sending over information that is irrelevant to their County.  For example, they want to use our work order map and exactly what fields we have created for the layer but obviously don't need any of our County's specific work order data. Is there a way to export/share/copy a layer and the fields in it but keep out all of the data that has been collected to date?

Yes, there is a way to export/share/copy a layer and its fields without including the data that has been collected. In ArcGIS Online, you can create a layer package or a layer file that contains the layer structure and its fields, but not the actual data. 

Here's how you can do it:

1. Open ArcGIS Online and go to the map containing the layer you want to share.
2. Click on the layer in the Contents pane to select it.
3. In the layer's options menu, choose "Create Layer Package" or "Create Layer File" (depending on your version of ArcGIS Online).
4. Follow the prompts to create the package or file. Make sure to choose the option to exclude data.
5. Once the package or file is created, you can share it with the neighboring County by sending them the file or providing them with a download link.

By sharing the layer package or file, the neighboring County will be able to import the layer structure and fields into their own ArcGIS Online organization without including any of the data that has been collected in your County. Cheers!
