I was looking at some hunting maps that the State of Wyoming provides. I notice that their pop-up contains a horizontal scroll bar to allow the user to see all the content without making it super small or scrunched up. How do you configure pop-ups to have a horizontal scroll bar?

The scroll bars should be enabled automatically if the content of your pop up exceeds the default sizes.
