ArcGIS Online custom admin role for content editing only, no org admin

Our web editor needs an account and power to review/edit our org's AGOL content (StoryMaps, Dashboards, etc.) but should NOT have the power to admin our AGOL org's settings, accounts, etc..  Is it possible to make this happen through a custom role?   I found this thread from almost 6 years ago which seemed to imply no, but wondering if things are different now.. there's some settings when creating a custom role that sound like they may do that, such as the Content - Update option that will "allow member to update and categorize content within your organization" - will that work?  It would be nice to not have to trial and error with test accounts to figure this out. Thanks for any help!

@Will it depends on what amount of "updating" you require. However, you can set up a "PublisherPlus" style role, which has all the privileges of a publisher, with the added Admin privileges from the Content tab:

That way, this super user can update other people's content. 

From re-reading your question, it seems like you already suspect this. But the reason the post from 6 years ago isn't relevant is because you're looking at updating content, not the organisation site itself.

Hi David, the question is what does the permission  "Allow member to update and categorize content within your organization" actually mean?  Will that allow an account within our org to edit the contents and styling of a StoryMap or Dashboard owned by another account within our org?
