ArcGIS Online application launcher button icons not working - greyed out

Hello, some of my coworkers are unable to use certain applications buttons through the AGOL app launcher (9 dot square) even though they have privileges to access the applications. Most of the icons appear, however some apps such as 'Dashboards Classic' and 'Solutions' are greyed out and are unable to be directed to the app site through the button. Has anyone else experienced this lately? Maybe is a bug?

Apps previously displayed in your app launcher gallery that later become unavailable to you are displayed with a gray box with an x in the corner. To remove an unavailable app from your app launcher gallery, click the x on the app. If you believe you should have access to an app that is no longer available in your app launcher gallery, contact a default administrator in your organization.

Items like Dashboards Classic may be greyed out as they are retired. I don't see it in my App Launcher.
 
You might want to check the Users role (what they have access to) and the organization App security settings:
