App Suggestion required for an Idea

Hello folks,

Hope all is well, I need some help in narrowing what kind of ESRI web app (if it's even possible) would be useful for the following using case 

The app will have a table that contains information on feature layers pulled either from the item details page or the layer's meta data.

Also, would it be possible to make the layers under the Feature Class column clickable? The click will take the user to another page (lets say in Exp Builder page) where they can see more detailed meta data.

Is this possible or something close to it possible without having to create a custom scripting  app?
