AGOL Portfolio - Keep Extent Across Maps

We are trying to show a series of maps (Web Mapping Applications) through an AGOL Portfolio. It would be useful for the map extent to stay the same when clicking through each map.

This seems like it should be supported through this setting: Interactivity > Map Location > Search Location. However this tool does not work - it identifies the correct location in the search bar but does not zoom to / find the location on the map in any way. 

Does anyone have recommendations on how to fix the Search Location functionality or to keep the user-defined map extent across each map?

You could set the same map extent in each web map by way of Control the Map Extent in ArcGIS Online (esri.com)
As for the search location map extent, I wonder are there features outside of your desired map extent that you want filtered out of the search?
