Add WMTS as backdrop in new Map Viewer

Apologies if this is basic and/or I am missing something. Currently I am moving over from the classic web map viewer to the all singing new map viewer to build a "web experience". This has all been a bit painful as the classic viewer and a pre configured wed app was all so simple to use. Have stuck with it and am starting to appreciate some of the new features. However cannot seem to add a WMTS as a backdrop in the new map viewer. This is an essential feature for my client am I missing something? See from the product road map that it should have been introduced this past winter.

Any ideas??

Thanks Russell its never just one answer with ESRI is it ?!

For anyone trying this in the future - 

Added the WMTS into my content and could then add it into my web map as a layer then your answer came into play and bingo I now have a WMTS as a base layer! All a bit more involved than in the "classic" web map viewer

I don't think its more involved and we mirror the same actions as Map Viewer Classic. You can add a layer directly to basemap from item browser (just like Map Viewer Classic)

if you are doing a service you use this button to use as basemap which is also the same workflow in Classic.

An additional workflow that is only in Map Viewer is the ability to add layers directly into the basemap panel without having to use Move to Basemap from the Operational layer panel.
