503 Error when trying to access hosted feature layer in Pro and ArcGIS Velocity

We consistently are receiving the 503 error when using some models in ArcGIS Pro to do field calculations or just even adding the hosted feature layers in ArcGIS Pro   We are also receiving the same 503 error when trying to access these same hosted feature layers in ArcGIS Velocity.  We have been having these issues since the big July 2023 ArcGIS Online updates....

Normally, I just chalk this up to the general flakiness of ESRI servers.  Seems to be especially bad this week.

Have seen quite a bit lately where one layer in my map fails to load, reload, same thing, reload, a different layer is not unavailable, but the first one is, again, and again.  Normally after 10 minutes or so, it will start working again (at least for now).

@RhettZufelt I would like to chalk it up to flakiness (as it has been really bad this week, but our issues have been happening for months) but, when we pay $44K / yr for ArcGIS Velocity and when ArcGIS Velocity can't access hosted feature layers in AGOL, Velocity becomes useless as a real-time mapping tool.  Maybe ArcGIS Online can get this large issue figured out!?!
