Save Media Layers as separate items in ArcGIS Online

The new Media Layer functionality released as part of the February 2023 update is great, and addresses some of the concerns noted in this idea, Georeferencing in ArcGIS Online

However, media layers are saved as part of the web map they are created in. Making media layers reusable (by having them save as a separate item in ArcGIS Online, accessible via My Content), would make it easier for users to reuse a map image that they've taken the time to georeference. 

A workaround is to, after adding a media layer, saving the web map as a new web map. However, this isn't a feasible workaround if you already have a web map prepared that you want to add a georeferenced media layer to, or if you want to share a georeferenced media layer with others to be able to use. We also want to avoid duplicating data where possible -- in a situation where multiple users need the same image georeferenced (and are new to GIS/don't have access to ArcGIS Pro), it would make sense for a single media layer item to be created and referenced across multiple web maps.
