AGO allows for the reference of many map services, but they sometimes timeout or are unavailable. This yields an unusable solution when maps won't load.
Recommendation: Integrate testing of all registered mapservices, RSS, KML, and WMS to prove daily availability and test latency using the Service Status Checker from the USGS/FGDC. Uptime and availability metrics can be expressed back in the AGO and Explorer interfaces to notify the user that a service is either unavailable or unreliable, and notifications can be sent to the publishers to help keep the services alive.
