It is possible to see the number of downloads for csv shp files through the Usage tab. (see here) Having this for Hosted Feature Layers as well, when the option is activated, would be a useful information.
if you go to the Organization tab in Online the Latest Content files will appear at the bottom of the screen and each will show the view count as well as the number of downloads
Perhaps they need to be hosted feature layers and yours aren't (maybe this isn't tracked for shapefiles and .csv). I'm not sure of this but can say that download information is available for all my layers.
