Improve the hover over text for Instant App tools from Expand/Collapse

Some of the tools in Instant Apps, such as BaseMap Gallery and Social Sharing have the hover over text Expand / Collapse.

Please can you update this to "Expand <toolname>" e.g. Expand Basemap Gallery.  It isn't always obvious to a user what a tool will do simply based on its icon.

@SarahNoakes1 Can you share which app you are using? I'm reviewing Instant Apps it looks like most tooltips have the tool being toggled opened. I did see Portfolio's basemap gallery is missing the full name but can't find an instance of the social share. We can look at updating these in a future release.
