Have popup windows in published ArcGIS Online maps resize to content

In ArcGIS Pro and ArcGIS Online, photo popups in maps resize to the photo. When content is published through Create App popups do not resize. This is inelegant, inefficient, and cumbersome for users as they are constantly scrolling for the entire photo.

I might be misunderstanding, but I am thinking this depends on the apps you configure after you click Create App.

The Instant Apps pop-ups do behave just like the Map Viewer pop-ups. A smaller photo will display within the pop-up and you can link from that photo or other text in the pop-up to open a larger image at any size in a new browser tab. The same is true for Dashboards and StoryMaps as those are all JSAPI 4.x based.

Configurable apps and app builders that are based upon the 3.x JSAPI will behave differently.
