ArcGIS Online Service Outage Notification

For ArcGIS Online sites, when a map service changes that causes an application to fail (different coordinate system or tiling scheme) a notification should be sent to the adminstrator that the site is down. This is doable with google analytics or sites hosted on portal but we need something for sites hosted on ArcGIS online.

Currently, you can check the status of ArcGIS Online services at ArcGIS Online Health Dashboard. You can also subscribe to RSS for some of the services or all of the services to let you know about changes.

An RSS feed or by email. Ideally the user could sign up for a service using the REST endpoint.
