When you have overlapping map layers that have popups, there is a bar at the top that allows you to toggle to the next layer.
But there is no way to control the order of which popup is displayed first. Please give control to this, or make popup come up in the same order as the legend.

This might be the kind of thing that warrants an "independent developer project."
I also asked about this on LinkedIn when Esri announced their latest round of ArcGIS Maps SDK updates. The response was that the "functionality is definitely on the roadmap".

I don't quite understand the common response that ordering pop-ups would be too slow. Simple text pop-ups are generated in fractions of a second.
Looking at the developer tools in a web browser. It takes 112 milliseconds to generate 5 stacked pop-ups from a single layer, displayed random order.
Even if ordering required, 5 separate queries running synchronously (one at a time sent in a given order) that's only 560 milliseconds. Doubling it to be safe, that's 1,120 milliseconds or 1.12 seconds. Given the choice of pop-ups in random order in a 1/10th of a second or ordered pop-ups in a second, I would much rather have the later.
Bumping as this is still an issue. I have users who ABSOLUTELY want this to be available. I had no idea it would be this difficult to change. We've been asking for this feature for 10+ years.
This is a pretty basic functionality that should have been implemented ages ago. The inability to order map pop-ups is a non-starter for some maps that would otherwise be useful.
I will hazard a guess that this ongoing problem has been "handled" by the latest upgrades to Enterprise and Online, using "New Map Viewer", that allow popups to be docked and listed (so pushing it out of the way or displaying the content of multiple layers in one popup. It is not exactly what's been asked for over the years, but maybe a start.
It cannot be overstated how tremendously control over pop-up order would improve the user experience of web maps/apps.
ESRI, do not underestimate how much the abysmal usability across all your software damages your brand image. I think any user would agree that "ArcGIS" is synonymous with "difficult and confusing."
